The Brazilian Institute of Education, Development and Research (IDP), the Institute of Legal and Political Sciences of the Faculty of Law of the University of Lisbon (ICJP) and the Getulio Vargas Foundation (FGV) organize, on November 15, 16 and 17 of this year, the ninth edition of the Lisbon Legal Forum, whose main motto is “Political Systems and Crisis Management”.
The 2021 Forum will be held in person and transmitted online. The event takes place annually to discuss major issues of law in the contemporary State, based on the dialogue between the Portuguese and Brazilian legal systems, and will once again be integrated into the International Congress of Constitutional Law, in its 24th edition.
Challenges, visions and different models of political systems present on both continents will be addressed based on the main concepts about crises and the general recommendations for dealing with them. Political, legal and academic authorities will discuss restrictions on fundamental rights and the health crisis; state civil liability in the context of health exception measures; budget limits in a state of health crisis; public and private health in times of pandemic; future challenges for taxation; governance and economic recovery; third post-pandemic sector: sustainability and internationalization; modernization of the Judiciary and post-pandemic fiscal policy; extrajudicial solutions to post-pandemic conflicts, among others.
The important collaboration of the three institutions organizing the ninth edition of the Lisbon Forum is aimed at developing activities in their domain areas, aimed at improving public and private institutions in both nations and in other countries. In this sense, the cooperation and dialogue developed seek to:
1. The joint promotion of activities aimed at improving organizational and management models, especially with regard to the governance of public and private institutions, with a view to administrative and logistical simplification;
2. Encouraging the exchange of knowledge, the search for innovation, and the production of new methodologies for projects and public policies;
3. The organization and implementation of outreach programs, as well as the discussion on topics of common interest,
4. Joint action in academic-scientific and research activities, in addition to diagnosing or alleviating the impacts of globalization and sociopolitical changes in the fields of crisis management, governance, taxation, and health, among others.
