The State's capacity to promote quality of life and well-being for its citizens from the perspective of Justice and Security is the motto of 7th Lisbon Legal Forum, which will take place between April 22 and 24 in the Portuguese capital and will bring together legal, academic and political figures to discuss actions and public policies that seek to solve global issues that encompass the fields of public safety, social security, organized crime, justice reforms, criminal and criminal procedure, artificial intelligence, among others.
The relevance, density and relevance of the debates held in Lisbon mean that the meeting has no end in itself, encouraging the continuity of the work, which takes place in the form of a study and research group that promotes publications, meetings, Workshops and knowledge production under the supervision of the initiative Governance 4.0.
The Getulio Vargas Foundation (FGV), the Brazilian Institute of Public Law (IDP), the University of São Paulo (USP) and the Faculty of Law of the University of Lisbon (FDUL) promote the Governance 4.0 initiative, which aims to analyze and propose governance policies for public administration in a globalized and interconnected world. Since 2018, the project has promoted Workshops and webinars, offering a vast library on its own website and will soon release research notices.
About the initiative
The world is undergoing a process of profound and rapid transformation that, on a global scale, involves the productive, commercial and service sectors, as well as individuals, governments and other institutions. Technology is a key factor that drives advances, increases the efficiency of production processes, and connects the world instantly. All of these changes impact and reshape social relations.
In this context, it is urgent to create an institutional framework to account for the economic and social restructuring that is taking place, in order to allow analysis and reflection.
Concern for good governance/Governance gained wide attention with the document Governance and Development, from the World Bank, published in 1992, in which the meaning of Governance was expanded beyond relations between political, social and economic actors, encompassing issues related to legitimacy and legality.
Based on this, several works point out many fronts on which governance should be present, analyze its strategies and evaluate the actions promoted by different actors, focusing mainly on institutions and public agents.
In this context, the Governance 4.0 initiative chose governance as a key theme to guide the reflections that critically frame institutional changes in the face of the requirements of the new wave of globalization. It is intended to study and contribute to the formation of an intelligent and flexible institutional environment so that institutions and public policies adjust and respond to the changes described.
